Biden is up in the popular vote with most of California counted https://www.nytimes.com/interactive/2020/03/03/us/elections/results-super-tuesday-primary-election.html so I'm going to go ahead and judge this for Biden. If something changes upon completion of the California count, we can always go back and re-judge.
