This will resolve at 100% only if Mueller is forcibly removed by an outside party. If he resigns, dies, or removes himself, that does not qualify. If Mueller's investigation is not complete by the original closing date of July 31, the end date will continue to be extended until Mueller declares the investigation complete (or another event occurs to resolve this question.)

Judgment date was set to March 22, the day Mueller submitted his report to Attorney General Robert Barr, thus "completing" his report. He was not fired before doing so, making this answer 0% likely or worth 0 clinkles.
